Situated on the Luxembourgish border, the territory of the ‘operation of national interest Alzette-Belval’ is subject to a series of territorial phenomena and pressures resulting from the confrontation of diverse contexts.

Extreme industrial decline has led to a shift in employment possibilities: today, the majority of the territory’s population works in Luxembourg, creating congestion and dormitory villages.  Furthermore, important parts of the landscape remain post-industrial wastelands.

Confronted to Belval, Luxembourg’s prime developing area hosting its University and diverse national institutions, Alzette-Belval is facing drastic challenges of competitiveness and attractivity.

 

The project aimed at changing the culture of planning, trying to mobilize and link existing resources and the opportunities created by more flexible regulations. Little means and investments could produce small pilot, catalyst projects. The ambition was to create novel spatial situations, enhancing and stimulating an overall experience and quality of this territory in transition.
